Haverford Township follows its Home Rule Charter, Administrative Code, and the First Class Township Code for purchasing and entering of contracts.

Construction/Purchasing Contracts

All contracts or purchases made by the Township, involving the expenditure of over the base amount of $22,500 (for 2023, indexed annually by the Commonwealth of PA), shall be made as follows unless exempt as noted below:

Shall be made only after notice is published, in one newspaper of general circulation in which the township is situated, at least two times at intervals of not less than three days where daily newspapers of general circulation are employed for such publication. The first advertisement shall be published not more than forty-five days and the second advertisement not less than ten days prior to the date fixed for the opening of bids. Advertisements for contracts or purchases shall also be posted in a conspicuous place within the township. Advertisements for contracts or purchases shall contain the date, time, and location for the opening of bids and shall state the amount of the performance bond required.

All plans and specifications shall be available at least ten days in advance of opening bids.

The Township uses Penn Bid, a web-based service for formal bidding. Registration through Penn Bid is free and assures all bidders are afforded an equal opportunity to participate.

Exempt Contracts

Professional services such as attorneys and accountants, insurance procurement, utility procurement, emergency purchases, specialized services or products, and purchases made from another body of government are exempt from public bidding. However, the Township may still utilize the RFP (Request for Proposal) process especially when securing professional services. The RFP process will be tailored by Haverford Township depending on the nature and timing of the project.

Cooperative Purchasing

The Township is a party to several cooperative purchasing arrangements (e.g. CoStars) by which the cooperative purchasing entity solicits pricing on behalf of an entire group of participants. Purchases made under cooperative purchasing arrangements are also exempt from public bidding.
