Advisory Boards and Commissions

General Provisions

Purpose

The advisory boards and commissions specified in this code are hereby recognized for the purposes of the proper and efficient conduct of Township affairs, as well as to protect and promote the right of the citizens of Haverford Township to participate in a positive and constructive manner in the government of the Township.

Appointment; vacancies; compensation; removal

The Board of Commissioners shall appoint the members of advisory boards and commissions and approve the appointment of nonvoting members made by advisory committees. All appointees shall be residents of Haverford Township unless otherwise exempted because of special qualifications, skills or interests.

Appointments to fill vacancies shall be only for the unexpired portion of the term.

No member of any advisory board or commission shall be compensated for his duties.

The Board of Commissioners may, at its discretion, remove by a majority vote of its total membership any appointment to any advisory board and/or commission if said appointed person to that advisory board and/or commission misses three meetings in a calendar year of that advisory board and/or commission. Said declared vacancy shall be filled by the Board of Commissioners as stipulated in other sections of the administrative code.

Ice Rink Advisory Board

To advise the Board of Commissioners and the Township Manager regarding the operation, maintenance and supervision of the Haverford-Township-owned indoor ice-skating facility.

Make recommendations and provide advice to the Township Manager, the Board of Commissioners and the Director of the Ice Rink Department concerning all matters pertaining to the use and operation of the Township-owned indoor ice-skating facility.

Parks and Recreation Board

To advise the Board of Commissioners and the Township Manager regarding the operation, maintenance and supervision of public parks, playgrounds and recreational areas and the establishment of recreation programs.

Shade Tree Commission

To advise the Board of Commissioners and the Township Manager with respect to the preservation, maintenance and planting of shade trees in the Township.

To study the problems and determine the needs of the Township in connection with its tree-planting program.

Health Advisory Board

To advise the Township Manager and the Board of Commissioners in all matters as they involve the protection and preservation of the public health of the Township.

Zoning Hearing Board

The Zoning Hearing Board shall be an administrative board and, as such, it shall have authority only in the specific areas of responsibility granted by the ordinances of Haverford Township and the statutes of the Commonwealth of Pennsylvania.

The Zoning Hearing Board shall have the powers and perform those duties prescribed in the Pennsylvania Municipalities Planning Code.

The Zoning Hearing Board shall send notice of all hearings and decisions to the Township Planning Commission.

Planning Commission

The Haverford Township Planning Commission is a body of seven citizens appointed for four year terms by the Board of Commissioners, acting as an advisory group to the Board of Commissioners on issues and policies related to planning, land use regulation, and community development. The Planning Commission members work to develop plans and to implement policies that affect how our community plans for and manages changes in growth and development.

The Planning Commission provides recommendations to the Board of Commissioners and the Zoning Board on a wide variety of planning and land development related proposals, including but not limited to proposed grant applications, rezoning, ordinance amendments, subdivisions, and land development. The also promote public interest in and an understanding of the comprehensive plan.

Planning Commission meetings are held in the Commissioners Meeting Room on the second and fourth Thursdays of every month at 7:30 p.m., excluding holidays and a modified summer schedule.

Human Relations Commission

To ensure that all persons, regardless of race, color, religious creed, ancestry, age, sex, national origin, handicap disability, use or guide or support animals because of blindness, deafness or physical handicap of the user or because the user is a handler or trainer of support or guide animals, or because of a person's sexual orientation, gender identity or gender expression enjoy the full benefits of citizenship and are afforded equal opportunities for employment, housing, commercial property, and use of public accommodations, it is necessary that appropriate legislation be enacted.

To foster the employment of all individuals in accordance with their fullest capacities regardless of their race, color, religious creed, ancestry, age, sex, national origin, handicap or disability, use of guide or support animals because of blindness, deafness or physical handicap of the user or because the user is a handler or trainer of support or guide animals, or because of a person's sexual orientation, gender identity or gender expression.

To guarantee fair and equal treatment under the law to all people of the Township.

Friends of the Grange

There is herein recognized the existence of the Friends of the Grange, Inc., referred to hereafter as the "Friends of the Grange." The Friends of the Grange shall be composed of those interested citizens organized for the purposes of the preservation of and the promotion and sponsorship of meaningful cultural and environmental activities and uses of the Township-owned historical preserve, known as "the Grange," for the residents of Haverford Township and other interested persons.

Radnor-Haverford-Marple Sewer Authority

The function of the Radnor-Haverford-Marple Sewer Authority shall be to construct, improve, maintain, operate and finance sewer systems and sewage treatment facilities for the joint use of Radnor Township, Haverford Township and Marple Township, all of Delaware County, Pennsylvania, and such other territories as may be authorized.

Cable Television Advisory Board

The Board shall manage, promote and develop the best use of the channels, equipment and facilities for public, educational and governmental use provided under any franchise agreement and in particular shall seek to stimulate the use of public, educational and governmental channels.

The Cable Television Advisory Board meets the 2nd Wednesday during the months of January, March, May, September and November at 7:00 p.m.

Shade Tree Commission

The advise the Board of Commissioners and the Township Manager with respect to the preservation, maintenance and planting of shade trees in the Township.

To study the problems and determine the needs of the Township in connection with its tree-planting program.

The Shade Tree Commission meets the 4th Monday of each month at 7:30 p.m.

Historical Commission

The Historical Commission is an volunteer advisory body created in January 2010 and is made up of seven Township residents chosen by the Board of Commissioners.

The responsibilities of the Historical Commission include recommending properties for classification or removal from the Township's Historic Resource Survey, working with property owners to discourage demolition and encourage preservation and renovation of properties in a manner that is compatible with the property's historic character in accordance with The Secretary of the Interior's 'Standard's for Rehabilitation,' and reviewing and advising the Township Zoning Officer and Board of Commissioners on permit applications for alterations, additions or construction that pertains to, or may impact, historic resources.

The Historic Resources Survey is maintained with the assistance of Haverford Township's Historical Commission. Prepared in 1994 by the Delaware County Planning Department, the Historic Resources Survey includes over 100 properties throughout the Township. Properties must meet specific criteria in order to be included on the Survey. In addition to the pride and prestige of owning a historic resource, property owners are eligible to receive assistance from the Historical Commission in maintaining the integrity of the historic resource.
