Welcome to Haverford Township, Pennsylvania's website - the official home page of Haverford Township's governing body. The site provides informational services about township departments and divisions, history, recreation, events and more!

Commissioners

Haverford Township is led by nine Township Commissioners who are elected by Ward residents.  Commissioners elect their own President and Vice-President at the beginning of each new year.  The Commissioners appoint a Township Manager who then oversees a sizable staff.  Regular Meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:00 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA.  Meetings are taped and aired on Cable TV Channel 10, Verizon Channel 38 and Comcast Channel 5:  Tuesday (if available) at 6:00 p.m., Wednesday at 12 noon and 7:00 p.m., Thursday at 9 a.m. and 6 p.m., Friday at 10 a.m., and Monday at 7 p.m. Videos are available on the Haverford Township YouTube Channel.

Administration

The Office of the Township Manager is responsible for the day-to-day operations of the Township and the oversight of all government functions, including Public Safety, Finance, Public Works, Codes Enforcement, Human Resources, Health, Insurance and Recreation.
 
On behalf of the Haverford Township Board of Commissioners and all the employees, I am pleased to present this website to the citizens of our community. I would like to extend my sincere appreciation to the Haverford Township Cable Board for all their support and assistance with the development of this website.
 
If you are here as a resident, then you share the pride of the Board of Commissioners, appointed officials and Township personnel who serve Haverford Township in our great community. This site is here to provide information about the Board of Commissioners and the programs that make our municipal government work. It also provides specific information in regard to meetings, budget, services, as well as issuing notices of important local government news.
 
As Township Manager, it is my sincere hope that you find this website to be useful and informative, both establishing a greater understanding of our government and in locating essential services provided by Haverford Township and others.

The Department of Finance is responsible for the administration of activities pertaining to the receipt, expenditure, accounting, investment, custody and control of Township funds. The department also assists the Township Manager in the presentation of the annual budget and capital improvement plan for approval by the elected Board of Commissioners.

Department of Public Health

The Health Department provides residents with valuable information on various public health topics such as Rabies, Lyme Disease, AIDS, Radon, Lead Paint Poisoning, etc. Also, residents are given referrals and contact persons for various local, state, and federal public health agencies along with information on various public health issues and topics.

We also handle issues related to environmental, trash, rodent control, vector control, high grass/weeds and all other public health related concerns.

The Health Department is located in Code Enforcement in the Township Building located at 2325 Darby Road. Office hours are Monday - Friday, 8:00 AM - 4:00 PM. The Health Department phone number is (610) 446-1000.

Animal control officer, Owen O'Connell, Sr., located at Haverford Police Department, 1010 Darby Road, Havertown, PA and can be reached by phone at 610-853-1298 ext 2205.

Human Resources

Haverford Township's Human Resources Department focuses primarily on recruiting, compensation, employee benefits, and cost recovery. 

Since the Township's staff consists of more than 200 individuals, Haverford Township itself is one of the major employers within the municipality. The Township's operating efficiency requires both the maintenance of a skilled workforce and cost-effective administration of salaries and benefits.

The department processes all property, casualty, automobile, flood, and workers' compensation claims.

We must limit employee turnover to minimize service disruptions to our residents. When employee vacancies do arise, we respond quickly to identify and hire candidates with the appropriate skills.

Additionally, the department monitors and adjusts the various exempt and non-exempt pay classifications, job responsibilities and pension benefits. The department also coordinates the drug and alcohol testing program for both the police and civilian employees. 

Counseling services are provided to our employees through the Employee Assistance Program. We feel it is important for Township employees to have an avenue available for addressing their personal concerns and needs.

Human Resources acts as a supportive vehicle to the Police Civil Service Commission and is responsible for the preparation of the Municipal Directory.

Residents have come to expect quality service from the Township. The Human Resources Department's role in this process is to ensure a skilled, competent and dedicated workforce, while maintaining a cost effective approach to benefits and insurance administration. It is the department's objective to focus on heightening overall employee morale and strengthening the wellness program in order to respond to the community's diverse needs.

'Merry Place' is part of the Haverford Township Department of Parks and Recreation. It is located in Glendale Park and contains a playground and nature area. The park provides parking, shade trees, picnic shelter, and fishing pier. It has many features for children and adults including play areas and a tree house accessible for ALL people.

It is with deep regret that the Haverford Township Police Department announces the death of active Officer William Albertus, a seven year veteran of the Haverford Township Police Force. Officer Albertus passed on Sunday, April 17th, 2016 after a sudden illness.

Public Works

Mission Statement

The Haverford Township Public Works Department’s mission is to serve the residents of Haverford Township.

Public Works is the largest work force in Haverford Township and consists of six divisions. Each division performs a function vital to the health, safety and well-being of the community. We have a total of 66 full-time employees and 21 part-time employees.

 

SCOPE OF WORK

HIGHWAY

Highway maintains the 132 miles of township roads. In the winter, the Highway division brines, plows and salts all 132 miles of township roads and the 33 miles of state roads, with the exception of Township Line and West Chester Pike. 

In the fall, the Highway division is also responsible for vacuuming and recycling all the leaves in the township.

Our Electricians and Carpenters also fall within the Highway division. Our Electricians maintain all the street lights in the township and all electrical problems in our municipal buildings. Our Carpenters maintain the municipal buildings doing renovations and painting. Our Electricians and Carpenters were instrumental in the building of the new Vehicle Maintenance Building. 

SANITATION

Sanitation is responsible for removing Trash, Recycling and Yard Waste from each home on the designated day of pickup.  Eight trucks and 24 employees accomplish this, and they average 1200 stops a day.

SHADE TREE

Our Shade Tree Division is responsible for the removal of all dead and diseased trees, and the trimming of all trees in the township right-of-way.

VEHICLE MAINTENANCE

Vehicle Maintenance is responsible for maintaining and repairing all township owned vehicles, approximately 130 pieces of equipment. These mechanics are also licensed to do all State Inspections of our township vehicles.

SEWER

The personnel performing this function contribute more to the health and welfare of township residents than most people realize. The 149 miles of sewer system piping need to be cleaned, vacuumed and if necessary made root free by using specialized tools. This division is on call 24 hours a day, 7 days a week and is also responsible for rebuilding all the inlets in the township.

PAINT AND SIGN

This crew of two men makes, installs, repairs and replaces all the street and traffic signs throughout the township. They also paint all the crosswalks and traffic markers on the township roads.

 

REMINDER

The Public Works Department maintains all street lights and traffic signals. For any complaints regarding trees, sanitary or storm sewers, trash, recycling or other Public Works issues, please call 610-446-1000 ext. 2263.

 

Permits must be obtained from the Public Works Department for sidewalks, curbs, driveway aprons, sewer connections and if you need to put a dumpster or pod in the street.

Did you know? Haverford Township is going green with strategies for energy conservation, CO2 reduction, and environmental education.
 
As part of the 2008 Climate Action Plan, the township has taken measures to reduce and track its collective carbon footprint. These measures include single stream recycling, free compost for residents, a reduction in township vehicle use, the remodeling of the Skatium roof, and the geothermal powered Community Recreation & Environmental Education Center at Haverford Reserve.

Here, residents, business owners and friends can find information on township-wide initiatives as well as tips and resources for greener living. We have launched a new Mass Notification service that allows us to alert you. You opt-in to enter your contact information and subscribe to notification you care about based on your location. The information you provide is protected and will not be used for any other purpose.
 

How It Works

 When we issue a notification about a potential safety hazard or concern, you will receive a message on the voice or text communication methods that you have registered. If requested for the notification, you can confirm that you have received the message and you will not be contacted by any subsequent methods regarding that  particular notification. If you do not confirm, the system will continue to attempt to reach you at all of the contact paths that you have registered.

Human Relations Commission

The Human Relations Commission was established by Ordinance 2626, Chapter 183, enacted by the Haverford Township Board of Commissioners in 2011. This anti-discrimination law protects against discrimination in employment, housing, commercial property, and use of public accommodation.                    

Like Title VII of the Civil Rights Act of 1964 and the Pennsylvania Human Relations Act, the ordinance prohibits discrimination on the traditional bases of race, color, religion, ancestry, age, sex, national origin, disability and the use of a support animal. But unlike the federal and state protections, the ordinance also prohibits discrimination on the basis of sexual orientation, gender identity and gender expression.
